Dudley
is currently one of five Judges of the Court of Common Pleas for
Lycoming
County.
It is his 10th
year on the bench.
Prior to being elected Judge in 1997, he was in private
practice for twenty-two years primarily with the firm of
Anderson and Mathers. He
has had extensive civic and charitable experience including
terms a President of the Lycoming Unit of the American Cancer
Society and President of the Williamsport-Lycoming Foundation.
He presently serves on the Pennsylvania State Trial

Neil
is the Executive Vice President/Chief Operating Office,
Susquehanna Health, located in
Williamsport,
Pennsylvania.
He has been with the Health System since 1985 and in his
current position since 1996; and is directly responsible for Divine Providence
Hospital, Muncy Valley
Hospital and the Skilled
Nursing Unit, Susquehanna Home Care and Hospice, the management
of a 182-bed nursing home, and a 60-bed assisted living
facility. Neil is also a
licensed Nursing Home Administrator.
Neil relocated to the Williamsport area in 1980
to work as a budget manager for the Brodart Company, a
manufacturer and supplier of books, supplies and equipment to
the library industry.
Prior to his Williamsport employment, Neil held various
financial positions with J & J, Pennwalt Corporation and TRW.
Neil currently serves on the Board of Directors of Hope
Enterprises as its past chairman and is chair of the Susquehanna
Valley Rural Health Partnership.
He has served on the following boards; Lycoming County United Way, chairing the
Strategic Planning Committee; and Susquehanna Regional Home
Health Services. In
addition, he serves as a member of the Hospital Association of
Pennsylvania’s Committee on Long Term Care and Small Hospitals
Advisory Board. Neil
graduated from the Leadership Lycoming program in 1995 and
served on the Selection Committee for three years and was a
Community Advisor for two.
Neil is a member of the American College
of Healthcare Executives and the
American
College of Health care
Administrators. Neil received his B.S. in Accounting
from the University
of North Carolina at Pembroke in 1971, and his Masters in

Geoff
has worked full time in the substance abuse treatment and
prevention field since 1981.
He is co-chair of LCHIC’s Youth Development Task Force
and was Vice President and President of the Coalition.
Over the past 15 years the majority of his career has
been focused on substance abuse prevention.
He has served as Executive Director of Valley Prevention
Services since its founding in 1991.
Valley Prevention Services is a non-profit organization
that provides substance abuse prevention services in Lycoming
and Clinton Counties
with offices in
Williamsport
and Lock Haven. Geoff has
served on numerous task forces and coalitions in both counties
over the last decade. He
is also the past president of two statewide organizations; The
Pennsylvania Driving Under the Influence Association and the
Pennsylvania Prevention Directors Association.
Geoff has a BA in Psychology from Mansfield University
and a Masters of Public Administration from Marywood University. |

has worked with people with disabilities for over thirty years
beginning as a Special Education Teacher in 1970.
He is currently the President of Hope Enterprises; an
agency designed to provide programs and services to children and
adults with disabilities.
Prior to that, he served as the Director of Student Services for
BLAST Intermediate Unit # 17 and the Supervisor of Special
Education for the Williamsport Area
School District.
Jim presently serves as a Board Member for the Leadership
Lycoming Program and the Pennsylvania Association of
Rehabilitation Facilities. He also serves on the Divine
Providence Hospital Patient Safety Committee and the STEP
Transportation Advisory Committee.
Jim received his B. S. in Elementary/Special Education
from Mansfield University, M.Ed. in Special Education from Bloomsburg University,
and Doctorate in Educational Administration from Pennsylvania State
University.
Jim and his wife Bethann are parents of three children,

Curriculum Developers, and National Association of Secondary
School Principals. He

John
is President of the Lycoming County Health Improvement
Coalition. He has been
involved in healthcare for more than 20 years.
A Northeastern Pennsylvania native and 1976 Penn State
graduate in business and economics, he presently serves as
Director of Blue Cross of Northeastern Pennsylvania’s Western
Region. This region
encompasses Lycoming, Clinton, Tioga and Sullivan counties.
John has spent the last 15 years leading managed
healthcare plans that put a premium on wellness, prevention and
disease management. He
joined Blue Cross in 1998 after having served as Vice President
of the Alexander and Alexander Benefit Services, Charlotte, North Carolina.
He rose to that honor after accepting positions of
responsibility with Prudential Insurance’s
Philadelphia,
Pittsburgh and Allentown offices.
Earlier in his career he served as a regional group
manager with Prudential Health Care System, Charlotte, North Carolina.
John lives in Loyalsock Township with his wife Lydia and their two children.
He belongs to St. Ann’s parish and serves on the Board of
Directors for the
Lycoming County United Way. He is a
lifelong supporter of the Boy Scouts of America.
He also has coached youth baseball teams for many years. |

Tana
comes to Williamsport
from Southcentral
Pennsylvania.
A native of the Hershey/Harrisburg area, Tana has over 20
years association management experience working for such groups
as the Pennsylvania Medical Society and the Pennsylvania
Association of Realtors. She served as Foundation Director for
the PA Realtors Education Foundation and served on the
Nationwide Association of Realtors Committees. She is a graduate
of Temple and Pennsylvania State
Universities, and holds an
MBA degree with a marketing emphasis.
She is a member of Who’s
Who of American Women; Sterling Who’s Who, the Association of
MBA Executives and the American Society of Association
Executives. She is a
licensed life/health and accident/casualty insurance agent and
is licensed as a school director in the
Commonwealth
of Pennsylvania.
She lives in Hughesville with her husband, Phil, Retired
State Police Major for the PA Bureau of Liquor Control. |

She received her M.Ed. degree from Temple
University
in 1968. She is a current
member of LCHIC’s Children’s Task Force and past member of
LCHIC’s Preventive Care Task Force.
She currently serves on the PA Head Start Association

Derrick owns his own healthcare business, Mid-State Occupational
Health Services, Inc. and has spent over 20 years in the
healthcare industry working in both direct patient care and
administration for Muncy Valley Hospital
and Jersey Shore Hospitals.
Derrick has been very active in the community serving on
various Boards of Directors including the Jersey Shore Chamber
of Commerce and the Williamsport/Lycoming Chamber of Commerce.
He is also involved in the Clinton County Economic
Partnership and has served as a member of the Board of the
Williamsport Area Health Care Federal Credit Union.

Mark
was appointed Administrator of Lycoming County Children and
Youth Services in March 2003.
Prior to this, he served as Administrator of YMCA Child
Care Services for four years, and Administrator of Lycoming
Child Care Services for fourteen years.
In his current position, Mark is responsible for the
programs and services that work to ensure the safety, permanency
and well-being of Lycoming County’s
children, birth to eighteen.
Mark served eight years on the board of the Pennsylvania
Child Care Association (PACCA), six years on Picture Rocks
Borough Council and is completing his second four year term on
the East Lycoming School Board, four years as President.
Mark is co-chair of the Youth Development Task Force and
also serves on a number of other committees, task forces and
work groups.. Mark and
his family reside in Picture Rocks. |

She began her employment at the Lycoming County
Assistance Office in February 1980 as an Intake Caseworker until
her promotion to Supervisor.
She was also the County Training Supervisor for twelve
years, then being promoted to Manager in 2004.
She has been an intricate part of many statewide
workgroups regarding Public Welfare policy, procedures and
corrective action. |

community boards. Currently, she is on the boards of the
Lycoming County Health Improvement Coalition, serves as
Treasurer, and Valley View
Nursing
Center, where she is the Treasurer.
She is also a recipient of the Robert Sheldon Award for
Sustained Excellence from HFMA.
Diane is a member of the Finance, Bylaws, Nominating and
Personnel Committees of the YWCA of the Mid-Atlantic Regional
Council, Inc. She lives

has been a private and public lawyer in Pennsylvania since 1969, with office located in Williamsport.
Since 1976 he has been Solicitor for the Lycoming County
Children and Youth Agency, the Lycoming-Clinton County MHMR
Program, the Lycoming County Planning Commission, and the
Loyalsock Township Board of Supervisors since 1995.
He has been a member of the American Bar Association and
the Pennsylvania Bar Association since 1970, serves on the
governing Board of Directors for the PBA and
is a Director of PBA Council for Solo and Small Firm
Section, a board member of the Pennsylvania Children & Youth
Solicitors and the Pennsylvania Child Abuse Committee.
A member of the Board of Directors of the Lycoming Law
Association from 1988-1999, he served as President in 1998.
A native of Williamsport, he attended Williamsport public
schools, graduated from Denison University, Granville, Ohio in
1966, and received his Jurist Doctor Degree from the Dickinson
School of Law, Carlisle, Pennsylvania in 1969. Skip has served
on the Board of the Harry Plankenhorn Foundation since 1985, and

extensive experience in criminal investigation, narcotics, and previously commanded Troop P, Wyoming. Ken I s a veteran of the USMC, a graduate of Northwester University School of Police Staff and Command and
the FBI National Academy. Ken has lived in Lycoming County for 25 years and is married to Debbie Antonetti-Hill. They are parents of four children.

million. A native of Western Pennsylvania,
Bob attended the Indiana University of PA where he earned a BA
in Economics and Urban and Regional Planning.
He holds his Master of Urban Planning Degree from the
University
of Illinois.
He worked for the Indiana County
and Campaign County Regional Planning Commissions and has been
involved in a wide range of community organizations including
the PA Rural Development Council, the Pennsylvania Rural
Leadership Program and the Presbyterian Homes Board of Trustees.

In her over thirty years in public education, she has
served as a classroom teacher, reading specialist, reading

Kelley has earned a B.S. degree from Indiana University of
Pennsylvania, a M.Ed. from California University of
Pennsylvania, and a Ph.D. from the

of Pittsburgh.
Dr. Kelley serves on several local, state and national
boards. She is a member
of the American Association of School Administrators Governing

is currently the Lycoming County District Attorney. He began his legal career at the Lycoming County Public Defender’s Office. He then worked as a civil trial attorney with the Williamsport law firm of Mitchell, Mitchell, Gray & Gallagher before
opening his own practice in 1995. Eric’s practice concentrated in the area of criminal defense in state and federal courts. Before being elected District Attorney, Eric also acted as guardian ad litem through the Lycoming-Clinton Joinder Board,
representing nearly all of the dependent children of Lycoming County in court proceedings. He received his bachelor’s degree in Philosophy and Political Science from Union College in Schenectady, New York, and his law degree from the George
Washington University in Washington, D.C. |

Shea is presently the Executive Director of The West
Branch Drug & Alcohol Abuse Commission where she has been
employed since 1997. The
Commission is a private, non-profit human service agency
dedicated to serving the alcohol and other drug
treatment/prevention needs of Lycoming and Clinton counties.
Shea currently serves as a member of LCHIC’s Substance
Abuse Task Force. She is
also a member of the Pennsylvania Association of County Drug and
Alcohol Administrators (PACDAA) Executive Committee.
Shea serves on numerous task forces and work groups in
both Lycoming and
Clinton
counties, as well as at the state level.

has been active in many facets of community health education and
community health improvement for over 14 years.
She has been active with LCHIC since its inception,
representing SHS and currently Lock Haven University.
She chaired the Preventive Task Force for 4 years.
She has authored numerous public health and research
articles in local, state and national publications and has
presented at each of these levels at conferences, workshops and
training. Beth is a
native of Williamsport
and has served as a public school teacher, community health
worker, and hospital administrator as the Director of the
Women’s Health Center
and the Community Health Improvement Department.
She is currently a professor at Lock Haven University and an adjunct professor for Penn State
and Mansfield Universities.
In 1995 she was named the American Business Woman of the
Year and was voted Volunteer of the Year in 1996 by the American
Heart Association. Beth
has served on numerous task forces and boards in the last two
decades, including the South Williamsport School Board, Big
Brothers/Big Sisters, Wise Option of Women, The Women’s Health
Advisory Board, the Adolescent Advisory Board Preventing Teen
Pregnancy, the American Heart Association, the Collegent
Outcome/Assessment Team and LCHIC.
She received her BS in Health and Physical Education, her
MS in Cardio-Pulmonary Rehabilitation and Primary Preventive
Healthcare from East

as the Director of Funds Distribution and Agency Relations, manages all aspects of planning and training volunteers for agency allocations and fund distribution process throughout the year. She is responsible for distribution of over $1 Million in
funds annually to those outcome based programs meeting an identified community need. As the Director of Community Building she works throughout the Community to form collaborative efforts to meet specified community needs. Rosann initiated the
Coordinated Services Task Force giving all non-profit agencies the venue to work together to meet the needs of individuals who are in dire need of help. She works with agencies to coordinate individual help for individuals. She manages the
administration of State Homeless Assistance (HAP) and Federal FEMA programs which inincldes management of state grant funds, staff support for the local HAP/FEMA Board. Rosann is the State representative on the Statewide Homeless Assistance Advisory
Board and many other boards throughout the State. |

at Thomas Jefferson University
in 1972. After a year’s
residency in Family Medicine at Wilmington
Medical Center, Delaware, he joined the United States Air Force Medical
Corps with service in
Greece, emerging as Captain in
1975. Thereafter, he
completed his Family Practice residency at the University of
Rochester, New York. He
was engaged in Family Practice in Picture Rocks, PA from 1977 to
1979. Since 1979 Dr. Redka has been a leadership member of
Cornerstone Family Health.
Dr. Redka was the founder of Lycoming County Hospice and
is a member of the Christian Medical Society.
He is past President of the Lycoming County Medical
Society. Dr. Redka also teaches in the residency program at
Susquehanna Health System Dr. Redka is married and has six
children. He is a member
and elder of Lycoming Centre Presbyterian Church and enjoys
singing in “Lighthouse” men’s quartet at the church. He
currently co-chairs the CAHA Task Force. |

since 2004. Prior to this appointment she was Montgomery
Middle/High School Principal from 2002-2004, Montgomery Middle
School Principal/Special Education Coordinator from 2002-2003.
She also was Intermediate School Principal at
Lewisburg
Area School
District and Elementary Principal for Line Mountain
School District.
She received her Masters in Education from Bucknell
university, her Bachelors of Science Degree from Lebanon Valley
College.
Ms. Ross was also involved as a Varsity Track Coach and
Swimming Instructor. She was selected as the 1996 Outstanding
Young Educator by the Mifflinburg Area Jaycees.

Melodie Russell

Mrs. Russell
in September 2007 was awarded the position of Executive Director of The Campbell Street Family, Youth and Community Association. Melodie has worked in the human service field for over thirteen years in various capacities.
She worked at White Deer Run Treatment Facility for over a decade, first as a technician and in recent years as a substance abuse therapist. Mrs. Russell earned her Certified Addictions Counselor Diplomat (CACD) during her tenure as a therapist.
Melodie is currently pursuing a Ph.D. in Human Services with a specialization in Counseling Studies at Capella University. She is expected to graduate in 2009. Melodie received her Master’s in Human Services from Lincoln University in 2006. Mrs.
Russell is currently involved with several civic and community organizations. She has been on the Board of Directors of Transition Living Center for over eight years. Recently, Melodie has been asked to serve on the Penn State Cooperative Extension Board.
Melodie resides in South Williamsport with her husband Charles and their dog “Baby”. |

Chris
is a highway safety specialist with the Lycoming Comprehensive
Highway Safety Program, providing services for Bradford,
Lycoming and Tioga counties.
Chris is also a Certified Prevention Specialist through
the Pennsylvania Chemical Abuse Certification Board (PCABC).
She has been in prevention education for 25 years, which
includes West Branch Drug & Alcohol Abuse Commission and North
Central Sight Services.
Chris is a member of the Board and past regional chair of the
Pennsylvania Driving Under the Influence (DUI) Association.
She is a current member of the Penn DOT Driver Safety
Task Force, the Tioga County Partnership, and the Lycoming
County DUI Advisory Council.
She is a Certified Child Passenger Safety Technician.
Chris earned her Bachelor of Arts degree in both English
and Art from

Morris Smith

Morris
is Shepherd of the
Streets for Lycoming County,
a ministry sponsored by the United Churches of Lycoming County.
He is also Permanent Deacon for Church of the
Annunciation in
Williamsport.
His ministry has spanned forty-six years with pastoral
and academic offices in Texas, New York and
Pennsylvania. Dr. Smith holds a Bachelor
and Masters degree in Religious Education, A Master of Arts in
Theology degree, and a Doctor of Theology degree in Pastoral
Counseling. He has taught
in various locations and denominational venues in the
United States and
Canada, as well as
India, Malaysia, Singapore
and Spain.
He serves on the Board of Lycoming-Clinton Counties
Mental Health and Mental Retardation, is a member of North
Central Interagency Council, the Family Housing Alliance and the
United Way HAP/FEMA committee, and the Williamsport Interagency
Task Force. He is a
charter member of the American Association of Christian
Counselors and a member of the International Order of St. Luke,

Sarah D. Smith

Sarah was recently promoted from Clinical
Director to Program Director with Family Life Services, Upper
Susquehanna. Sarah has
worked with Diakon Family Life Services since 2004 overseeing
clinical operations in
Williamsport, Berwick and Lewisburg
outpatient mental health and substance abuse programs.
She earned her MSW degree in Clinical/Administration from
the abuse programs. She earned her MSW degree in
Clinical/Administration from the University of Maryland School
of Social Work. She is
active in her church as the Children's Ministry Team Leader and
member of the Coordinating Board, and is enthusiastic to work
with LCHIC's Youth Development Task Force. |

Janice
is a graduate of Lock Haven University. She holds a Master’s Degree
in Library Science from the
University
of Pittsburgh.
She worked her entire professional life at James V. Brown
Library, first as a Reference Librarian and then as Consultant
Librarian for the 11 county North Central Pennsylvania District
Library headquartered at James V. Brown.
She has been the Library’s Director since 1980 also
serving as Administrator of the Lycoming County Library System.
Janice is on the Board of the Pennsylvania Library Association,
Pennsylvania Humanities Council, and the Lycoming County
Literacy Project. Janice is also a member of the Williamsport
Rotary. Her special
interests include preschool services, older adult services and
rural outreach. She is
the winner of the Pennsylvania Library Association Certificate
of Merit, winner of American Library Association’s Sullivan
Award for outstanding service to children. She will serve as
President of the Pennsylvania Library Association in 2007.
She lives in Muncy, PA
with one daughter, Ellen and four cats of various ages. |

Sharon Waters

Sharon
is newly appointed to
the Dean’s position effective July 1, 2007.
Prior to the Dean’s position, Ms. Waters was Director of
Counseling, Career and Disability Services at the College.
Prior to 1994 she was coordinator of the College’s New
Options Program. Her work
with this program earned an Exemplary Vocational Education
Program Award from the Pennsylvania Department of Education in
1991. She began working
for the College in 1985 and previously was an adolescent and
family therapist for Lycoming County Children and Youth Services
and a contract therapist for Tressler-Lutheran Services/Family
and Children’s Services.
Ms. Waters is completing a dissertation toward her doctorate in
higher education leadership from
Touro
University.
She earned her master’s degree in counselor education
from PSU and her bachelor of social work degree from Indiana
University of Pennsylvania. |

Stephanie P. Young

Stephanie
is
the Assistant Director for the Community Development Department
for the City of Williamsport and has held this position since
1997. She is responsible for administering federal and state
grants for a wide variety of city programs.
Prior to employment with the City,
Stephanie worked for Burns & Levinson, a large Boston law firm as a
paralegal and Legal Recruitment Administrator.
She has a BA in English and in
Communications from
Ohio
University
and is a graduate of the Institute for Paralegal Training.
Stephanie served on the LCHIC Board
of Directors from
