CHILDREN'S TASK FORCE
   
   
GOAL:  Lycoming County families will have the resources and ability to meet their children's mental, physical, emotional, educational, and economic needs.
Statements of need    
1.  Extended out of home placements result in family instability and children not having adequate connection to stable permanent families.
2.  Lack of early prenatal care and drug, alcohol and tobacco use during pregnancy results in poor birth outcomes.
3.  Multiple agencies involved with at risk children and their families not working in concert results in frustration and hardship for the families and inefficient use of the resources available to assist families.  
4. Children face poor outcomes in school and life when there is minimal quality early childhood care in their early years.  
5.  School age children face poor outcomes in school and life when risk factors are present.  Children need protective factors in their lives.  
System Change Areas Indicators Indicator goals
Prenatal and Infant Health / Healthy Child and Youth Development The Nurse Family Partnership Program will address issues of smoking drinking and drug use during pregnancy. The per cent of program participants who smoke will be reduced from 31% to 25% between Intake and 36 weeks. The percent of participants who report using alcohol or drugs will be reduced from 2% to zero during pregnancy.
Issues impacting access to first trimester care are being explored by the collaborative. Lack of first trimester care will decrease from 18.1% to less than 15% of births in Lycoming County.
Healthy Child Development Nurse Family Partnership Program and Family Support Center Programs will assist eligible families to enroll in CHIP and Medicaid. In Lycoming County, the number of children (>19) enrolled in CHIP and Medicaid will be increased from 808 in CHIP and 6,500 in Medicaid to a combined total of  7500, and increase of 192.
The percent of program participants who are recipients of WIC (85%) and Medicaid (87%) will be increased to 95% for both programs.C13
Nurse Family Partnership Program and Family Support Center Programs will assist families to obtain up-to-date immunizations for all children 100 % of the children in the Nurse Family Partnership and Family Support Programs will have on time immunizations
Children Ready for School  Head Start and Early Intervention program participation will provide services to eligible children. Head Start and Early Intervention program participation will increase from 600 and 250 respectively to a combined total of 1,000.
The Early Care and Education will promote efforts to expand capacity and improve quality of child care programs.  The Early Care and Education project will work with 10 – 15 child care programs to identify strengths and weakness, and resources to sustain strengths and address weaknesses.  The Early Care and Education project will identify one capacity gap and collaboratively address it.
School Success  The School Initiative will promote efforts to decrease risk factors and increase protective factors for school age children. The School Initiative will work with 2  to 3 school districts to assess risk and protective factors and identify programs to affect both.
Safe Families and Communities Decrease children and youth services out-of-home placements through increased emphasis on placement prevention and permanency planning. Children and Youth Services will decrease out-of- home placements from and average of 137 to an average of 110 daily.
